Intermunicipal Development Plans

The Calgary— Chestermere Interface Intermunicipal Development Plan is now available. The draft plan was revised after feedback was received from various stakeholders, and the revised proposed plan is moving forward through the approval process. The project team thanks you for your interest, comments and suggestions that have been shared with us through the various stakeholder sessions and as well as the draft circulation process.

Chestermere Council gave the proposed Calgary—Chestermere Interface Intermunicipal Development Plan first reading on 21 January 2020. Chestermere Council’s first reading was mainly to confirm the public hearing date at Chestermere. The proposed plan was scheduled to be before Calgary’s SCP on Planning and Urban Development (PUD) on 2020 February 5; however, due to lack of quorum, Calgary Council cancelled the February 5 PUD meeting.

Public Hearing:

Public hearings for the proposed plan were held on February 24, 2020 in Calgary and March 3, 2020 in Chestermere.

Calgary Metropolitan Region Board:

Following the public hearing and First Reading in Calgary, and the public hearing and Second Reading in Chestermere, The Plan was submitted to the Calgary Metropolitan Region Board (CMRB) for review under the Interim Regional Evaluation Framework (IREF). No objections were raised by CMRB member municipalities during the IREF review, and The Plan received CMRB approval on May 19, 2020.

Final Readings and Plan Adoption:

The Plan was presented for Second and Third Readings at the regular meeting of Council in Calgary on June 15, 2020. The Plan was then presented at the regular meeting of Council in Chestermere on June 16, 2020 for Third Reading. The Plan was given Third reading by both Councils and the approval process was completed. The Calgary-Chestermere Interface Intermunicipal Development Plan has become a statutory document.

The City of Calgary and The City of Chestermere will jointly prepare an Intermunicipal Interface Policy for the interface area.

The policy will include specific policies relevant to the focus area (areas adjacent to Range Road 284) as well as to transition areas.

The policy is expected to align with and reference existing municipal policies and the MOU. Additionally, the policy must be adopted by both councils in order to come into effect.

The goals of the policy are:

• Embed new interface policy in applicable Local Area Plans for both municipalities to ensure:

future land uses along the interface area are compatible and complement each other;

continuous transportation and pedestrian networks that serve land use activities located along the interface area; and

protection of any significant natural areas and wildlife corridors.

• Collaborate with stakeholders to explore opportunities for creating a well-connected, high quality, attractive, pedestrian-friendly, comfortable, safe and functional municipal interface area.

• Identify and manage stakeholders’ expectations.
• Facilitate the inclusion of sustainable principles and features along the interface area.
• Identify a protocol for planning applications along the interface area. Identify Range Road 284 classification and road section.
