Regular Council Meeting
Moment of Reflection
Council opened with a moment of reflection from Mayor Dean, celebrating Chestermere’s vibrant summer and the success of community events such as the Country Fair, held on September 6. Deputy Mayor Wawrzynowski added an acknowledgment of the Red Ribbon Ceremony, a pre-fair tradition where residents from Chestermere and Rocky View County showcase their skills in everything from baking and pickling to photography and miniature crafts. Council approved a motion for the mayor to send a welcome letter to school staff and teachers for the new academic year. Councillor Schindler recognized World Suicide Prevention Day on September 10, encouraging residents to access local resources and highlighting the importance of awareness and community support around mental health.
Proclamation
Council proclaimed September 15–21, 2025, as Rail Safety Week in partnership with Canadian National Railway and Operation Lifesaver to raise awareness about safety near rail crossings.
Joint Planning Area 2
Council rescinded the Terms of Reference for the Joint Planning Area 2 Context Study, following the dissolution of the Calgary Metropolitan Region Board. This shift allows Administration to focus on required Intermunicipal Development Plans and Intermunicipal Collaboration Frameworks with neighbouring municipalities, as required by Ministerial Order 025/25.
Municipal Addressing Bylaw
Council gave third reading to Bylaw #030-25, establishing consistent address numbering standards across Chestermere to support emergency services. The bylaw requires homeowners to display numbers in alleyways and, for lakefront properties, dockside.
Public Hearing – West Waterford Outline Plan
Council held a public hearing and approved the West Waterford Outline Plan. Council then gave second and third readings to Bylaw #018-25, amending Land Use Bylaw #020-24.
Municipal Development Plan
Council adopted Bylaw #020-25, the updated Municipal Development Plan, which replaces the 2016 version. The new plan establishes a 25-year vision for Chestermere’s growth, infrastructure, land use and community well-being, incorporating extensive public engagement and Council-directed amendments. Key updates include securing and preparing school sites for future construction and prioritizing infrastructure-first growth. The plan also works to protect the character of existing neighbourhoods, create more space for businesses and light industry, and introduces clear accountability measures.
Election Signs Amendment to Land Use Bylaw
A public hearing was held for Bylaw #008-25, amending Land Use Bylaw #020-24 to update regulations on election signs. Council approved the bylaw after second and third readings. The changes align local rules with provincial guidelines, limit sign placement for safety, and set consistent height regulations to support compliance and enforcement.
Office of the CAO
Council received the 2024–25 Resolution Tracker and approved operating budget adjustments to support upcoming election activities and legal requirements related to land acquisitions. A capital budget adjustment was also tabled following closed session discussions.
Temporary Signs on Highways
Council gave third reading to bylaw #034-25, prohibiting temporary signs and posters on highways and City property. The bylaw grants enforcement authority to Peace Officers, closing a gap not covered by existing bylaws.
Busking Regulation
Council gave third and final reading to Bylaw #036-25. The Busking Regulation Bylaw outlines offences for noncompliance, and delegates no-cost permit authority to the Chief Administrative Officer. The bylaw provides clear, enforceable standards for busking at 5 dedicated locations.
