Regular Council Meeting
Moments of reflection
Council congratulated long-time resident George Hampton, who will turn 100 on October 17. His story will be featured in the upcoming Chestermere Wave and through the Chestermere Historical Foundation.
Meeting Cancellation
Council cancelled the October 14, 2025, Regular Meeting of Council, as no items were scheduled for the agenda. The October 7 Governance and Priorities Committee Meeting will be the final scheduled meeting before the municipal election.
Capital Budget Adjustment
Council approved a $20,000 budget adjustment to the Storm Pond Capital Maintenance Plan after the procurement process identified higher costs to complete the work. The increase will be covered through available capital funds within the 1538974 Alberta Ltd. Capital Budget.
Committee Fund Allocation
Council approved $225,000 to support four studies, funded through the Council “Other Fees for Services” Operating Budget:
- Lake and Watershed Management Report (Phase One): $50,000 to evaluate the state of Chestermere’s lake and watershed.
- Market Growth Analysis: $50,000 to assess industrial and commercial development opportunities.
- Retail Gap Analysis: $50,000 to identify unmet commercial demand and business attraction potential.
- Strategic Economic Development and Action Plan: $75,000 to guide long-term economic growth.
Food Waste Diversion Pilot Program
Council received information on the FoodCycler pilot program, which reduces household food waste into a nutrient-rich by-product. The program already in use in other municipalities, may help reduce future landfill waste, emissions, and costs.
Famous 5 Trailblazers Tour
Council approved the Famous 5 Foundation & Trailblazers Tour Initiative. The exhibit will come to Chestermere in early 2026 and include a “Pink Tea” event celebrating past, present, and future community leaders. The tour is fully funded by the Foundation.
Secondary Suites and Shared Accommodation
Council received a report outlining six potential Land Use Bylaw amendments to address ongoing density and traffic concerns. Administration will return to Council with recommendations by the end of December 2025.
Q2 2025 Budget Variance
Council accepted the Q2 (January to June 2025) Operating Budget Variance Analysis for information.
Charity Golf Tournament
Council approved transferring the proceeds ($92,527.61) from the Second Annual Mayor and Council Golf Tournament to the Gifts of Kindness Fund, supporting residents facing financial hardship.
Municipal Tag Enabling Bylaw
Council passed Bylaw #039-25, expanding Peace Officer authority to issue Municipal Tags for bylaw violations such as snow removal, noise, and animal control. This provides residents with a streamlined option to pay penalties directly to the City, avoiding court proceedings.
Remedial Orders
Council confirmed Remedial Orders CM-25-0943 and CM-25-0780 and granted an extension for compliance until November 24, 2025.
Lakeside Greens Golf Course Acquisition
Council reallocated $5 million from the Municipal Capital Projects RSA to the Municipal Stabilization RSA and added the $10 million purchase of Lakeside Greens Golf Course to the 2025 Capital Budget. The purchase will be funded through a combination of reserves (land) and municipal debt (operations), with operational revenues expected to cover all ongoing costs. No general tax increase is required. Council also gave First Reading to Bylaw #041-25, the Golf Course Borrowing Bylaw, and scheduled a Public Hearing for November 4, 2025, at 10:00 a.m.
