Moments of Reflection
Council recognized the $222,900 grant awarded to the Chestermere Regional Community Association (CRCA) through the Active Communities Initiative. Alberta Counsel supported the grant writing process. Council directed Mayor Dean to send letters of thanks to Minister Boitchenko, Minister of Sports and Tourism, and Alberta Counsel for their work in helping secure the funding.
Rotary Recognition
Councillor Sandboe acknowledged Mayor Dean’s leadership, noting that “Chestermere is incredibly well represented with you at the helm… you lead with authority, confidence, and kindness.”
Representatives from the Rotary Club of Chestermere, Bill Quinney and Maury Quinney, presented Mayor Dean with the Paul Harris Fellow Award, Rotary’s highest honour for a non-Rotarian. The presentation highlighted his long-standing community support, including his involvement in youth sports, partnerships through Camp Chestermere, and his direct support to local families.
Resolution Tracker Updates
Council reviewed the 2025 Resolution Tracker and accepted it for information. Key updates included:
- Extending the deadline for Motion 250722-11 (Off-Site Levy Policy) to the end of Q1 2026.
- Directing administration to return with the report for Motion 250624-27 (benefits of a standalone versus a connected high school and recreation centre with Rocky View Schools and Alberta Infrastructure) by February 2026.
- Administration also reported that public engagement for the Transit Feasibility Study is underway, with the final report expected in March 2026.
Alberta Community Partnership (ACP) Grant Applications
Council directed administration to apply for an ACP Intermunicipal Collaboration Grant (up to $200,000) to support the Chestermere–Rocky View County Intermunicipal Collaboration Framework (ICF) and Intermunicipal Development Plan (IDP), with Chestermere as the managing partner.
Council also approved Chestermere’s participation in ICF and IDP projects with the City of Calgary. These grants support the required regional agreements under the Municipal Government Act and Ministerial Order 025/25.
RCMP Communications Strategies for Crime Prevention
Council accepted the RCMP Communications Strategies for Crime Prevention Report for information. The report outlines new approaches to enhance safety messaging, including updates to the City’s public safety webpage, support for provincial RCMP campaigns, trend-based social media content, and dedicated articles in City publications. The strategies focus on education, awareness, and reinforcing the RCMP’s role in enforcement.
Q3 Operating Budget Variance Analysis
Council accepted the Q3 Operating Budget Variance Analysis for information. Administration is forecasting a year-end surplus of approximately $4.3 million, driven by increased investment income and building permit revenue. This is offset by lower fine revenue and fewer subdivision applications. Expenses are trending lower due to vacancies, reduced RCMP contract costs, fewer contracted services, and a debt payment not required in 2025.
Parks Capital Budget Adjustment
Council approved an additional $3,500 in LGFF funding to complete Capital Project 6723162 for the purchase of three flat deck trailers. This will support safer and more efficient transport of turf maintenance equipment. The project’s final cost of $78,300 exceeded the original $75,000 budget.
Public Member Committee Appointments
After a closed session, Council approved appointments and reappointments to various Boards and Committees to ensure quorum and meet legislative requirements.
Closed Session Motions
- Council directed the Mayor and Deputy Mayor Narayan to negotiate an updated contract with CAO Kent Edney.
- Council also directed the Mayor and Administration to respond to a resident regarding Agenda Item 8.3 – East Acreages, as discussed in closed session.
