Moment of Reflection
Council recognized Firefighter Quinn Terepocki for his role in responding to a medical emergency in September 2025. He was absent from the December 19, 2025, meeting where his fellow Fire Services crew was previously honoured.
The team worked together to perform a complex medical procedure that helped save a life. Council thanked Firefighter Terepocki and all members of Chestermere Fire Services for their continued service and commitment to community safety.
South Shore Outline Plan Amendments
Council received a report on proposed amendments to the South Shore Outline Plan for development near the CN rail line. The proposed changes would reduce the building setback from 30 metres to 15 metres, adjust berm requirements based on the site’s natural grade, and replace the existing berm-and-barrier system with a 2.4-metre sound wall.
Administration was advised the proposed amendments align with national rail safety guidelines and have been reviewed by CN. Council directed Administration to return with additional information at a future meeting, including potential impacts on residents, rail operations, and legal requirements.
Boarding Rooms – Land Use Bylaw
Council reviewed proposed amendments to the Land Use Bylaw to introduce a new “Boarding House” use. Bylaw #002-26 would require one on-site parking stall per bedroom. The intent is to manage density and reduce on-street parking in low-density neighbourhoods. Council gave First Reading to the bylaw and approved a Public Hearing for January 27, 2026, at 10:30 a.m.
Emergency Management Program
Council directed Administration to establish a City of Chestermere-led Municipal Emergency Management Agency and Emergency Management Program. This includes developing a Municipal Emergency Management Plan, a Hazard Risk Vulnerability Assessment, and hazard-specific emergency plans. A Municipal Emergency Advisory Committee will also be established, as required under provincial legislation.
Council further directed Administration to provide formal notice of withdrawal from the Wheatland Regional Emergency Management Partnership (WREMP), in accordance with the terms of the partnership agreement.
Presentation from MLA Chantelle de Jonge
Council received a presentation and engaged in discussion with the Chestermere–Strathmore MLA, Chantelle de Jonge. Topics included health care, seniors’ services, education, transportation projects, recreation funding, and economic development opportunities. The discussion also touched on regional growth, municipal advocacy, and ongoing collaboration between the City and the Province. Council expressed their appreciation to MLA de Jonge for taking the time to provide a comprehensive provincial update and for her continued support of local priorities. Council accepted the discussion for information.
Famous 5 Maquette Tour
Council received an update on the Famous 5 Maquette Tour, currently on display in the City Hall lobby. The display arrived on January 5, 2026, as part of the Famous 5 Foundation’s Trailblazers Tour Initiative. The City will host a Pink Tea reception on January 16, from 2 to 4 p.m., in Council Chambers to help residents learn more about the Famous 5 and their impact. Council accepted the update for information.
Committee Bylaw
Council passed an updated Committee Bylaw (#042-25), which replaces the previous bylaw. The updated bylaw introduces new training requirements for committee members, revises quorum rules to improve meeting efficiency, clarifies reporting timelines for greater accountability, and includes administrative updates to committee names and schedules.
Utility Bylaws – 2026
Council approved changes to utility bylaws to match the 2026 operating and capital budgets. The updates support full cost recovery and long-term sustainability of utility services. Council passed First, Second and Third Reading for the following bylaws:
- Bylaw #006-26 – Water Bylaw amendment
- Bylaw #007-26 – Wastewater Bylaw amendment
- Bylaw #008-26 – Storm Drainage Bylaw amendment
- Bylaw #010-26 – Waste Management Bylaw amendment
Calgary Water Main Break
Council received a verbal update on the recent City of Calgary water main break on the Bearspaw feedermain line, which supplies a large portion of Calgary’s water, including Chestermere’s. Administration explained how Calgary’s Stage 4 water restrictions affected the region and outlined Chestermere’s conservation efforts. Ongoing leak detection, infrastructure monitoring and Calgary’s planned repairs were also discussed. Council accepted the verbal update for information.
