Moments of Reflection
Deputy Mayor Narayan reflected on the importance of multiculturalism in Canada, noting that Canada was the first country to adopt official multiculturalism legislation in 1988. Council highlighted a local example of that spirit through a multicultural fashion show hosted by Synergy Connects at the Chestermere Regional Recreation Centre, which brought together participants across three generations and showcased traditional attire from many cultures. Council thanked Synergy Connect, sponsors, volunteers and community partners for hosting a well-attended and meaningful community event.
Resolution Tracker
Council reviewed the Resolution Tracker and received updates from Administration, including discussion on the Library Business Plan, the off-site levy model, and the Lake and Watershed Management Report. Following discussion, Council directed Administration to bring back a consolidated report of all recreation-related Council motions dating back to July 2024 to the February 3, 2026 Governance and Priorities Committee Meeting, reflecting the number of motions passed since July 2024 related to recreation, facilities, and long-term service planning as part of Council’s ongoing work to support recreation services and infrastructure as the community continues to grow.

Clearwater Park Outline Plan Amendment
Council reviewed proposed amendments to the Clearwater Park Outline Plan, which are required to align with a related land use redesignation under Bylaw #004-26. The amendments update maps, land-use statistics and residential typologies to reflect a shift from Direct Control to the Residential Multi-Unit District, supporting a consistent zoning approach and a proposed three-storey townhouse development. First Reading was given, and a Public Hearing for Bylaw #004-26, the Clearwater Park Land Use Bylaw Amendment, was scheduled for February 10, 2026 at 11:00 a.m.
Mayor’s Task Force for Donation, Sponsorship and Naming Rights
Policy #859 was approved, establishing the Mayor’s Task Force for the Donation, Sponsorship and Naming Rights Policy. The Task Force, which includes the Mayor, two Councillors, and Administration appointed by the CAO, will refine the policy, address feedback from the Governance and Priorities Committee, and create a clear framework for how the City manages donations, sponsorships, and naming rights.
Country Residential District
Council gave First Reading to Bylaw #005-26, which proposes the creation of a new Country Residential District within the Land Use Bylaw. The district would provide an option for acreage landowners to create 1–2-acre lots without full urban servicing, while restricting further subdivision through a registered covenant. No properties are being rezoned at this time, and Council scheduled a Public Hearing for February 24, 2026 at 10:00 a.m.
Acreage Infill Policies
Updates to the Municipal Development Plan’s Acreage Infill policies were given First Reading under Bylaw #009-26. The amendment aligns with the new Country Residential District and allows shadow planning requirements to be waived for CR-zoned lands, helping streamline applications and reduce costs for landowners. A Public Hearing is scheduled for February 24, 2026 at 11:00 a.m.
Policing Model Options
Administration presented a high-level overview of four potential policing models for Chestermere: RCMP contract policing, a future provincial policing model, a municipal police service, or contracting with a neighbouring municipal police service. Council directed Administration to return with further information, including cost estimates and additional considerations identified in the report.
