Organizational Meeting of Council
Each year, Council holds an Organizational Meeting in accordance with the Municipal Government Act (Section 192). This meeting sets the foundation for Council’s work in the year ahead and provides an opportunity to review governance bylaws and policies that guide how Council conducts its business.
Moments of Reflection
At the start of the meeting, Mayor Dean thanked residents, saying, “I want to thank the residents of Chestermere for the mandate you have given this Council. We’re excited to build on the foundation of the previous term and look forward to moving the city forward over the next four years.”
Elected Officials Remuneration & Expenses Policy Update
Council received a report for information on Policy #837, Elected Officials Remuneration & Expenses. Administration confirmed the policy was last reviewed in January and will return for the regular mid-term review to ensure compensation remains current and comparable.
Procedural Bylaw Updates
Council considered proposed updates to the Procedural Bylaw (#001-24) and gave three readings to Bylaw #012-25, the Procedural Amendment Bylaw. The Procedural Bylaw will return to the December Governance and Priorities Committee (GAP) meeting for further updates.
The amendments:
- Update privacy references to current Access to Information Act (ATIA) legislation
- Revised the random draw process for Council seating and Deputy Mayor rotation to allow the CAO discretion over the selection
- Extend the deputy mayor term to eight months
Deputy Mayor Rotation Schedule
Council adopted an updated Deputy Mayor Rotation Schedule reflecting the new eight-month terms, as established in Bylaw #012-25. The rotation order will be Councillor Narayan, Councillor Schindler, Councillor Sandboe, Councillor Wawrzynowski, Councillor Randhawa, and Councillor Grant. Administration was directed to bring the finalized schedule back to the Nov. 4, 2025, regular meeting of Council.
2026 Council Calendar Adopted
Council adopted the 2026 Chestermere Council Calendar, which sets meeting dates for Regular Council, Governance and Priorities Committee, budget deliberations, and the Organizational Meeting. The schedule includes a break in August and ensures no meetings are held during the Calgary Stampede or AB Munis week, aligning with standard municipal practice.
Boards and Committees Appointments
Council approved several committee updates and appointments effective Oct. 30, 2025, until the October 2026 Organizational Meeting, including:
- Renamed the Mayor’s Task Force for Non-profits to the Not-for-Profit Committee and appointed Mayor Dean and Councillor Randhawa.
- Renamed the Mayor’s Task Force for Recreation to the Recreation Committee and appointed Councillor Grant, Deputy Mayor Narayan, and Councillor Sandboe.
- Appointed Councillor Wawrzynowski and Councillor Grant to the Chestermere Economic Development Advisory Committee.
- Appointed Councillor Schindler and Councillor Sandboe to the Chestermere Library Board.
- Appointed Mayor Dean and Deputy Mayor Narayan to the Police Communications Committee and Interfaith Committee.
- Reappointed Audrey McDonald, Stuart Hutchison, Connie Boisvert, and Bill Peddlesden to the Chestermere Municipal Heritage Advisory Committee, with staggered terms through 2028.
- Directed Administration to create Terms of Reference for the new Interfaith Committee and to bring back public member appointments and vacancies to the Nov. 25, 2025meeting.
