EMPLOYMENT OPPORTUNITY – TRANSPORTATION & GROWTH TECHNICAL LEAD
Position Summary:
As a member of the Infrastructure Management team, the Transportation and Growth Technical Lead is responsible for technical management of existing transportation infrastructure to ensure the long term viability and support growth.
In addition, this position will be responsible for reviewing and coordinating development of the City as per City’s engineering standards, reviewing documents supporting development in the City related to growth, including but not limited to Transportation master plans, outline plans, area structure plans technical documents, and subdivision, and support review of development permit application for new developments.
Key Accountabilities:
Provides technical, municipal and business expertise and advice in the conceptualization, development, implementation, monitoring, and continuous improvement of,
- Update and implement standards for transportation and transit infrastructure;
- Implement plans for the implementation of traffic and transit infrastructure to meet the long and short-term growth and asset management needs;
- Provide technical input and scoping on capital project related transportation and transit infrastructure;
- Provide technical over sight on major transportation and transit capital projects;
- Provide technical over sight on operations issues related to transportation;
- Provide utility infrastructure input for transportation and transit for Municipal Development Plan, Area Structure Plans and Outline Plans, and infrastructure needs for subdivisions and development permits;
- Review of development and permit applications for new and existing developments: works with City Planners to review infrastructure placement, Area Structure Plans, Outline Plans and Subdivision applications;
- Review of engineering drawings and associated technical reports for base development work and coordinate the work for third parties above the base work for the: completes design reviews and Development Permit applications with other technical staff including external consultants, utility owners and operators, and other stakeholders; ensures design standards are achieved and development adheres to the City’s master planning and servicing; reviews construction drawings, stormwater management, geotechnical and environmental impact reports, stripping and grading Development Permits and provide engineering review comments; participate in the City’s field inspections including CCC/FAC of municipal improvement for compliance with approved design; collaborates with Planning and Development staff and Peace Officers on enforcement issues. Participates in the enhancement and implementation of City policies and procedures within legislative, regulatory requirements and best practices, e.g., Engineering Standards and Guidelines.

- Represents the Infrastructure Management team and acts as a model of the desired values, attitudes, skills and behaviors that contribute to a safe, ethical work environment and healthy team functioning, often in the role of a champion of change.
- Appropriate and responsible use of confidential information; maintains confidentiality and security of all information related to the City.
- Ensures a safe and healthy work environment for staff, visitors, the community and stakeholders, e.g., participates in workplace safety initiatives, participate in formal and informal worksite safety and environment inspections and audits, ensures compliance with the City’s Health and Safety Management System, reports and assists in the analysis of near misses or incidents.
- Participates as a member of the Chestermere Emergency Response team in preparing and enabling the community to respond in the event of a local or regional disaster.

Required Education and Experience:
- Bachelor’s Degree in Civil Engineering or related discipline.
- 7+ years of progressive municipal engineering experience.
- Project management, stormwater, potable water, and wastewater system experience considered an asset.
Required Certifications and/or Documentation:
- P. Eng. or P. Tech Designation
- Maintenance of membership/certification with an Alberta professional engineering association (e.g., APEGA).
- Valid Class 5 Alberta Driver’s Licence and Drive’s Abstract deemed satisfactory by the City.
- Criminal Record Check deemed satisfactory by the City.

- Comprehensive knowledge of governance issues, e.g., policy development and interpretation, Alberta municipal development industry practices.
- Excellent communication skills, both written and verbal; ability to promote and negotiate.
- Strong work ethic and highly motivated; ability to work in a fast-paced environment and respond to action requests and competing deadlines in a timely matter.
- Proficiency with MS Office (Word, Excel, PowerPoint, and Outlook).
Working Conditions:
- Normal office conditions; long periods of sitting, reading and concentration.
- May be required to work outside normal working hours.
- Occasional travel throughout the region in order to conduct site inspections, often outdoors.
