Support for Community Peace Officers
Council directed the Mayor to write to the Government of Alberta requesting a review of Workers’ Compensation Board presumptive coverage to include Community Peace Officers (CPOs) under the Peace Officer Act for mental injury claims. The advocacy aims to align supports for CPOs with other frontline responders and recognize the high-stress nature of their work.
2026 Proposed Event Program
Council received the 2026 Proposed Event Program for information. The report outlined a more structured approach to City events, including new additions such as Diwali fireworks and a Children’s Festival, along with enhancements to existing major events like the Music Festival and Powwow. Administration was directed to explore resident contributions for the Festival of Lights and bring back a full program review in January 2027.
Statutory Notice – Campaign Disclosure Filing
Council accepted the statutory notice for information. Fourteen of fifteen candidates from the 2025 municipal election submitted the required disclosure statements. One candidate did not file despite multiple notifications. The requirement falls under the Local Authorities Election Act and does not affect the validity of the election results.
Bylaw No. 001-26 – Procedural Bylaw
Council gave third and final reading to Bylaw No. 001-26, approving the updated Procedural Bylaw with final amendments. Changes include updates to seating arrangements, electronic participation, public input requirements, privacy during closed sessions and legislative references.
Police Communications Committee – Public Member Appointments
Three public members were appointed to the Police Communications Committee, effective March 24, 2026. Taranjot Sekhon and Wayne Michel were appointed to terms ending Dec. 31, 2027, and Antonio Maia Pinto to a term ending Dec. 31, 2028. The appointments support quorum and continued community input.
Extension of Motion Deadlines
Revised timelines were approved for three previously directed motions to allow for additional analysis. The Chestermere Economic Development Advisory Committee (CEDAC) terms of reference update will return in May 2026. The city-wide facility use review and City Hall parking lot expansion report will return in June 2026.
Holistic Recreation Opportunities
Council accepted the Holistic Recreation Opportunities report for information. The report outlined current and emerging recreation opportunities and a communications approach to better share programs and services.
Chestermere–Calgary Intermunicipal Development Plan
Council approved the Terms of Reference for the Chestermere–Calgary Intermunicipal Development Plan. The document outlines collaboration on long-term land-use planning, growth management, and regional coordination, meeting provincial requirements ahead of the November 2027 deadline.
Off-site Levy Policy 320 Revision
Council adopted revisions to Off-site Levy Policy 320. Updates improve clarity, consistency and alignment with current legislation and best practices. The policy now allows consideration of levy deferrals for parcels zoned Country Residential, aligning with the Land Use Bylaw.
Clearwater Park Phase 6–9 Residential Development Permits
Council approved development permit applications for single-family homes in Clearwater Park Phase 6–9 within the Direct Control District. All applications met Land Use Bylaw requirements for setbacks, height, lot coverage and design. Administration was also directed to bring a report on Direct Control districts to the April 21, 2026, Governance and Priorities Committee meeting to support future planning.
