A capital budget is a plan for acquiring, maintaining, and replacing a municipality’s physical assets. It’s part of the annual budget and based on revenue projections.
An operating budget outlines spending on day-to-day operations, including employee salaries, utilities, and facility maintenance.
Each year, Chestermere prepares an annual capital plan and a 5-year plan. The capital budget is funded by grants, surplus accounts, levies, and utility rates. The operating budget is funded by property taxes, grants, investment revenue, and service charges.
