Police Communications Committee Allocations
Council approved a $1,000 allocation from Council’s Other Contracted and General Services Budget to support the Police Communications Committee’s Security Screw Program. The program provides residents with a simple crime prevention measure to reduce vehicle licence plate theft. Funding was confirmed to be available within the existing budget and follows a February 3, 2026 recommendation from the Governance and Priorities Committee.
2026 Council Calendar Update
To support the annual budget and tax process, Council adopted a revised 2026 meeting calendar. The update adds special meetings in April for final budget approval and the property tax bylaw. November meetings for external grant allocations and business case discussions, and early December for the 2027 interim budget. This adjustment provides additional time for review and strengthens transparency and communication with residents on key financial decisions.
Not-for-Profit Committee Terms of Reference
Council approved Policy #850, formally establishing a permanent Not-for-Profit Committee. The policy transitions the former Mayor’s Task Force and clarifies a mandate around sector development, volunteer engagement, funding and capacity building. The updated Terms of Reference reflect feedback from prior Governance and Priorities Committee discussions and provide long-term structure to support the community’s non-profit sector.
Recreation Committee Terms of Reference
Council approved Policy #853 with one amendment, the updated Recreation Committee Terms of Reference, which transitions the former Mayor’s Task Force for Recreation into a permanent committee. The updated Terms of Reference expand the committee’s mandate to include long-term recreation planning, partnership development, and community advocacy. Two former subcommittees were dissolved to streamline governance.
Short-Term Rentals Land Use Bylaw Amendment
Following a public hearing, Council gave second reading to Bylaw #015-25, amending the Land Use Bylaw to clarify that only one short-term rental licence is permitted per legal unit or lot. The bylaw establishes short-term rentals as a discretionary use in several residential districts and includes requirements for development permits, business licensing, parking standards and safety code compliance.
Clearwater Park Land Use Bylaw Amendment (Bylaw 004-26)
Council debated Bylaw #004-26, which proposed removing split zoning and permitting three-storey buildings up to 12 metres in the Residential Multi-Unit (R-3) district in Clearwater Park. After discussion, Council defeated second reading. As a result, the proposed amendment will not proceed.
Secondary Suites Land Use Bylaw Amendment (Bylaw 040-25)
Council directed amendments to Bylaw #040-25 to:
– Remove secondary suites from the Residential Lakeshore (R-1L) district
– Prohibit suites int he Golf Course Residential designation
– Add suites as a discretionary use in Direct Control R-2 zoning
Council then gave second reading and requested further recommendations related to cul-de-sac areas and frontage requirements at the March 17, 2026 Governance and Priorities Committee Meeting.
Mural Outline Plan
Council considered the proposed Mural Outline Plan for approximately 25.4 hectares in the East Acreages. The plan included a mix of residential, commercial, and public use, with up to 485 residential units and a projected buildout population of approximately 1,552 residents. Following debate, the motion to give second reading was defeated. The Outline Plan will not proceed at this time.
Business Licence Bylaw Amendment (Bylaw 006-25)
Council gave first, second, and third reading to Bylaw #006-25, amending the Business Licence Bylaw to include short-term rentals within the definition of “business” and add corresponding fees in Schedule A. This amendment aligns the business licencing framework with the recently approved short-term rental land use regulations.
