Council Recognitions and Announcements
Mayor Dean shared an update on the Habitat for Humanity Chestermere project, noting that two buildings are now standing, a third is underway, and additional phases are expected to begin next year. Habitat anticipates welcoming new residents before the end of 2026.
Habitat for Humanity staff also expressed their appreciation for Chestermere’s not‑for‑profit community, recognizing the strong support local organizations have provided to the project. The Mayor highlighted that volunteer opportunities remain available.
Awards and Proclamations
Council proclaimed:
- Canadian Armed Forces Day for June 7, 2026
- National AccessAbility Week from May 31 to June 6, 2026
- Seniors’ Week from June 1 to 7, 2026
The proclamations recognize the contributions of Canadian Armed Forces members and veterans, reaffirm the City’s commitment to accessibility and inclusion, and celebrate the contributions of seniors in the community. Council accepted all three proclamations for information.
Direct Control Development Permit – 200 Marina Drive
Administration (Community Growth and Infrastructure) requested a decision on Development Permit #25‑52667 for an 18‑unit multi‑family stacked townhouse at 200 Marina Drive within the Direct Control Town Centre Commercial District. The proposal met several Land Use Bylaw requirements but required variances related to density, landscaping, and parking. Council refused Development Permit #25‑52667, as presented.
Clearwater Park West Stage One Outline Plan Amendment
Administration (Community Growth and Infrastructure) presented the Clearwater Park West Stage One Outline Plan Amendment for information and requested a decision on the related Land Use Bylaw #025‑26. The outline proposed redesignating several Direct Control parcels to standard residential districts and converting two private roads to public roads, which would streamline future development and reduce the total number of residential units by 123 at full buildout. Council gave First Reading to Bylaw #025‑26 and approved a Public Hearing for June 9, 2026, at 1 p.m.
Waterford Estates Land Use Bylaw Amendment – Bylaw #016‑26
Following the Public Hearing, Administration (Community Growth and Infrastructure) requested a decision on Bylaw #016‑26, which updates several residential districts within the Waterford Estates Outline Plan and results in a net reduction of three residential units while maintaining an overall density of 8.0 units per acre. Council approved the Waterford Estates Outline Plan dated March 2026, then gave Second Reading and Third and Final Reading to Bylaw #016‑26, being the Waterford Estates Land Use Bylaw Amendment.
Donation, Sponsorship, and Naming Rights Policy #858
Administration (Strategic Services) requested a decision on Policy #858, the updated Donation, Sponsorship, and Naming Rights Policy, replacing the City’s expired 2017 framework. The policy introduces a tiered asset schedule, independent valuation requirements, a formal Relationship Manager role, and annual reporting to Council. Council adopted Policy #858 as presented and dissolved the Mayor’s Task Force for the Donation, Sponsorship, and Naming Rights Terms of Reference.
Commemorative Naming Policy – Policy #863
Administration (Community Growth and Infrastructure) requested a decision on Policy #863, establishing a consistent framework for commemorative naming of municipal assets. The policy outlines criteria for recognizing individuals, families, groups, or events with significant community impact and formalizes the advisory role of the Chestermere Municipal Heritage Advisory Committee. Council adopted Policy #863 and accepted amendments to Policy #854.
Union Agreement Ratification – CUPE Local 5592
Administration (Corporate Services) requested a decision on the Memorandum of Agreement between the City and CUPE Local 5592, establishing a new Collective Agreement for 2026–2027. Key updates include general wage increases, overtime adjustments, increased allowances, and a one‑time market adjustment. Council ratified the Memorandum of Agreement and authorized execution of the final Collective Agreement. Council also directed Administration to provide the list of comparable municipalities, annual union dues remittance, and the executed agreement via email.
Off‑Site Levy Bylaw – Bylaw #020‑26
Administration (Community Growth and Infrastructure) requested a decision on Bylaw #020‑26, the annual update to the Off‑Site Levy Bylaw, which revises levy rates across seven infrastructure categories based on updated project costs and growth projections. Council gave First Reading to Bylaw #020‑26 and approved a Public Hearing for June 9, 2026, at 2:15 p.m.
Division of Assessment Class & Sub‑Classes Bylaw – Bylaw #026‑26
Administration (Office of the CAO) requested a decision on Bylaw #026‑26, updating assessment sub‑classes and revising the definition of Vacant Residential to include only semi‑detached and multi‑unit properties. Council gave First Reading, Second Reading, and Third and Final Reading to Bylaw #026‑26.
2026 Property Tax Rate Bylaw – Bylaw #022‑26
Administration (Office of the CAO) requested a decision on Bylaw #022‑26, establishing the 2026 municipal and requisition tax rates required to fund the approved operating budget. Council gave First Reading, then gave Second Reading with an amendment to Section 3.1 referencing the updated assessment sub‑classes. Council proceeded to Third and Final Reading, approving Bylaw #022‑26.
