Regular Council Meeting
Moments of Reflection
Mayor Dean recognized the Chestermere Chiefs Bantam Football team for an exceptional season. Despite low registration that moved the team to the 9v9 league, the 16 player roster went undefeated and won the league championship, the first in program history.
Councillor Grant also acknowledged Allan Maillot who was added to the Calgary Bantam Football Wall of Fame in recognition of his outstanding contribution to amateur football.
Policing Review
Council directed administration to review and report back on potential policing models, including cost, service level, and capacity implications by the end of January 2026. The review will assess options to ensure service delivery meets community needs.
Provincial Advocacy
Council endorsed Councillor Janelle Sandboe for nomination as Vice President (Cities under 500,000) for the Alberta Municipalities Board of Directors. The endorsement supports Chestermere’s participation in provincial municipal leadership and advocacy.
Emergency Management Appointments
Council rescinded previous Deputy Director of Emergency Management appointments and approved updated appointments to align with the City’s Emergency Management Bylaw and the Emergency Management Act.
Golf Course Borrowing Bylaw (#041-25)
Following a public hearing, Council gave second and third readings to authorize borrowing $5 million over a 25-years to purchase the golf course. This final approval completes the borrowing process. Operational and management plans will be finalized in 2026.
Community Standards Enforcement
Council received the Community Standards Bylaw Enforcement Procedures Report for Information. The report outlined coordinated efforts between Community Peace Officers and the RCMP to implement Bylaw #003-25. Administration will bring the bylaw back for review at the December 2, 2025 Governance and Priorities Committee Meeting.
Tax Reimbursement and Policy Rescission
Council approved a $4,269.23 tax reimbursement for Roll #60507000 due to a property- classification error between 2022 and 2024. Council also rescinded Policy #450, Taxation of Vacant Residential and Vacant Non-Residential Lands, to align with current bylaws and directed Administration to seek legal and Municipal Affairs input regarding interest on future refund payments.
Budget Meeting Schedule
Council set November 28 and December 2–4, 2025 for budget deliberations as part of the annual financial-planning process.
Corporate Secretary Reappointment
Acting as the Board of Directors for 1538974 Alberta Ltd., Council appointed Grayson Mauch, Director of Utilities, as Corporate Secretary. The appointment replaces the previous secretary and aligns with recent organizational restructuring.
Committee Bylaw Update
Council gave first reading to Bylaw #042-25, updating the Committee Bylaw. Proposed changes include adding the Chestermere Interfaith Committee and renaming two existing committees to reflect updated scope and function.
Deputy Mayor Rotation Schedule
Council adopted an eight-month Deputy Mayor rotation schedule outlined in Bylaw #012-25. The order was determined by random draw at the October 30, 2025 Organizational Meeting.
Rainbow Falls Pedestrian Safety
Council accepted the Rainbow Falls Blvd Pedestrian Safety Report for Information. The report detailed actions including repainting crosswalks, installing speed control signage, and targeted enforcement. No further complaints have been received.
Rainbow Road North Upgrade
Council received the Rainbow Road North Upgrade Report for Information. Funded through a $405,000 Local Government Fiscal Framework allocation, the project will reopen the roadway using recycled asphalt. Construction began on November 3, 2025, with completion expected by November 12, with reopening anticipated by November 17
