Awards and Proclamations
Council accepted the proclamation for Rail Safety Week, recognizing efforts to reduce preventable rail-related injuries and fatalities. Legislative Services will work with Communications to share public awareness information.
Council accepted the proclamation for National Seniors Day/Day of Older Persons, recognizing the contributions of older adults and the programs and supports available to seniors in Chestermere.
Council accepted the proclamation for Dolly Parton and Imagination Library Day to be September 25, 2026, recognizing the importance of early childhood literacy and the Imagination Library’s support for local families through monthly book distribution.
Council Recognitions and Announcements
Municipal Enforcement presented challenge coins to the Mayor, Council and CAO, recognizing the long-standing tradition of challenge coins in military and law enforcement organizations as symbols of unity, camaraderie and public service.
Chestermere Regional Community Association (CRCA) Capital Plan 2025–2029
The CRCA presented its Capital Plan 2025–2029, outlining $6.77 million in planned facility renewal and growth projects. The plan identifies 2027 as the peak investment year and includes lifecycle, efficiency and future improvement projects. Council accepted the presentation for information.
Waterworks Operations Contract
Administration (Utilities) requested a decision on the results of the Request for Expressions of Interest process for waterworks operations and recommended against automatically renewing the City’s 20-year EPCOR contract. The Board of Directors approved issuing a contract termination notice to EPCOR Water Services Inc. before Oct. 15, 2026, with termination effective Oct. 14, 2027.
Stormwater Discharge Agreement – Western Irrigation District
Administration (Utilities) requested a decision on a proposed short-term Stormwater Discharge Agreement with the Western Irrigation District to provide temporary discharge capacity for 2027 and 2028 while the City advances a long-term CSRO outfall solution. The Board of Directors authorized the CAO, on behalf of 1538974 Alberta Ltd., to enter into the agreement, subject to the outlined terms and conditions.
Alberta Community Partnership Municipal Internship Program Grant
Administration (Community Growth & Infrastructure) requested a decision on a grant application under the Alberta Community Partnership Municipal Internship Program. The grant would provide funding for an 18-month urban planning intern. Council supported the application, with an $18,000 budget allocation for salary top up contingent on grant approval.
Specialized Transit Update
Administration (Community Growth & Infrastructure) requested a decision on options for specialized transit services beginning in 2027 after a presentation on current service levels and potential delivery models. Council directed Administration to proceed with Option 2 and issue a Request for Proposals for specialized transit services beginning in 2027.
Fire Station 117 Development – Site Selection and Procurement Authorization
Administration (Community Growth & Infrastructure) requested a decision on the proposed site and procurement approach for Fire Station 117. The Lift Station 13 parcel at 200 Rainbow Road was identified as ready for development and able to meet the City’s timeline for the project. Council approved the site and directed Administration to proceed with a Request for Qualification and Request for Proposal process using a design-build model. A final budget request and borrowing bylaw will return to Council before a contract is awarded.
Development Permit #26-52224 – Driveway Extension Variance
Administration (Community Growth & Infrastructure) requested a decision on Development Permit #26-52224 for an existing driveway extension at 876 East Lakeview Road that requires a variance to the side yard setback. Council unanimously defeated the motion, which included the requested variance to allow the driveway extension to encroach into the required side yard setback.
Business Licence Bylaw – Bylaw #027-26
Administration (Community Growth & Infrastructure) requested a decision on the updated Business Licence Bylaw, which includes revised business classifications, streamlined processes, updated inspection provisions and strengthened compliance tools. Council gave first, second and third readings to Bylaw #027-26.
Policy #862 – Community Asset Investment, Access and Partnerships Policy
Administration (Strategic Services & Special Projects) requested a decision on Policy #862, establishing a consistent framework for City investment in and partnerships involving community assets on City-owned land. Council adopted the Community Asset Investment, Access and Partnerships Policy, as presented.
Resolution Tracker Update
Administration (Office of the CAO) presented the 2025–2026 Resolution Tracker, highlighting updates to previously tabled items and ongoing work across several departments. Council accepted the 2025–2026 Resolution Tracker for information.
Not-for-Profit Hub Update
Administration (Office of the CAO) provided a verbal update on planning for the proposed Not-for-Profit Hub at the City-owned site at Rainbow Road and Chestermere Boulevard. Planning is exploring two buildings to support multiple community organizations and avoid utility relocation. Site survey work is complete, with design planning continuing before funding, operating models, and partnership agreements return to Council. Council accepted the update for information.
Closed Session Motions
- Council accepted the Golf Course discussion for information.
- Council appointed Alida Hagemeyer and Marilyn King to the Chestermere Library Board, effective Sept. 15, 2026, with terms ending Dec. 31, 2028.
- Council appointed Councillor Sandboe and Deputy Mayor Schindler to the Chestermere Library Board, effective Sept. 15, 2026, until Oct. 20, 2026.
- Council rescinded Motion #250722-06, being the Chestermere Library Public Members Appointments.
- Council appointed Navneet Baath to the Chestermere Library Board, effective July 22, 2025, with a term ending Dec. 31, 2026.
- Council appointed Mansharn Sangha, Brad Cochrane and Kim Soderberg-McRae to the Chestermere Library Board, effective July 22, 2025, with terms ending Dec. 31, 2027.
