Awards and Proclamations
Council recognized Women’s History Month, Waste Reduction Week, National Depression Screening Day, Small Business Week and World Cerebral Palsy Day.
During the Waste Reduction Week discussion, Council directed Administration to bring forward a budget discussion on community cleanup days, including initiatives related to Waste Reduction Week, and Earth Day. Council also encouraged residents to support local businesses and highlighted opportunities to work with the Chestermere Chamber of Commerce to promote the local business community. Council unanimously accepted all five proclamations for information.
Resolution Tracker Update
Administration (Office of the CAO) presented the 2025 and 2026 Resolution Tracker, including updates on outstanding and completed Council directions. Council directed Administration to bring back options on how to address Motion #260505-08, which directed the Grant Adjudication Committee to recommend priorities for the 2027 grant cycle, at the Oct. 20 Regular Meeting of Council. Council accepted the Resolution Tracker for information.
Fire Station 117 Project Initiation Budget Approval
Administration (Community Growth & Infrastructure and Community Operations) requested approval of a budget to support project initiation activities for Fire Station 117, the highest-priority capital project identified in the Fire Facilities Master Study. Council approved $400,000 from the Fire Services Off-Site Levy Reserve to support procurement, technical advisor services and project management activities.
Chief Administrative Officer Bylaw #029-26
Administration (Office of the CAO) presented Bylaw #029-26, the Chief Administrative Officer Bylaw. Council gave first, second, and third and final reading to Bylaw #029-26, repealing and replacing the existing CAO and Designated Officer Bylaw.
Provincial Golf Cart Pilot Project Exploration
Administration (Office of the CAO) requested direction on whether to undertake a comprehensive review of Alberta’s Provincial Golf Cart Pilot Project, which allows municipalities to authorize golf cart use on designated roadways subject to provincial approval and compliance requirements. Council directed Administration to reallocate $15,000 from the existing legal budget for advice and bylaw development related to the pilot project.
Gifts and Hospitality Policy Rescission
Administration (Strategic Services) requested a decision on rescinding Policy HR‑710‑16, Gifts and Hospitality, which established standards for employees and volunteers who are offered gifts or hospitality in the course of their work. The report noted that the policy, originally adopted in 2013, is outdated and no longer aligns with current administrative governance practices. Administration advised that an updated administrative policy is already in place, providing clearer guidance on gift acceptance, procurement-related restrictions, cash prohibitions, and conflict‑of‑interest safeguards. Council rescinded Policy HR-710-16.
Municipal Assessor Bylaw #036-26
Administration (Finance) presented Bylaw #036-26, the proposed Municipal Assessor Bylaw, to establish the designated officer position of Municipal Assessor and ensure compliance with requirements under the Municipal Government Act. The bylaw formalizes the authority required to prepare property assessments and administer the City’s assessment function in advance of the 2027 assessment year. Council gave first, second, and third and final reading to Bylaw #036-26, being the Municipal Assessor Bylaw.
Secondary Suites and Separate Exterior Basement Entrances
Following the public hearing with six participants/submissions, Administration (Planning) requested a decision on Bylaw #034-26, proposing changes to regulations for secondary suites and separate exterior basement entrances. The changes respond to development industry feedback and clarify when secondary suites are permitted, how separate exterior basement entrances are reviewed, and when below-grade stairs and landings require a Development Permit. Under the amended regulations, residential lots with at least 10.97 metres of frontage would be eligible to apply for a secondary suite. Council approved amendments reflecting stakeholder feedback and gave second reading and third and final reading to Bylaw #034-26.
