Council Recognitions and Announcements
Council acknowledged Sikh Heritage Month, celebrating the culture, history, and contributions of Sikh Canadians.
Council also recognized Chestermere Lake Middle School for leading this year’s Earth Day community cleanup on April 22, which has inspired the City to expand the initiative into a city‑wide cleanup. As part of the Our Power, Our Planet theme, the City will turn off exterior building lights, provide cleanup materials through an online request form, and promote the Eco Centre.
Council went on to celebrate the achievements of Chestermere Youth Boxing, highlighting several locally ranked athletes including an Olympic qualifier. Council further recognized employees honoured at last week’s Long‑Service Awards for reaching milestones of five to 30 years of service.
Resolution Tracker Update – April 14, 2026
Council received the 2025–2026 Resolution Tracker update for information. Most updates are reflected in the public agenda package.
Waterford Stage 1 Outline Plan Amendment
Council accepted the Waterford Stage 1 Outline Plan (March 2026) for information and advanced the related land use amendments. The proposed changes adjust several residential land use districts to reflect market demand, resulting in a net reduction of seven units (from 1,448 to 1,441) while maintaining the approved road network, servicing capacity, and open space requirements. The amendments refine housing transitions, improve neighbourhood consistency, and update figures, tables, and graphics within the Outline Plan.
Council also gave First Reading to Bylaw #013‑26, which implements the corresponding Land Use Bylaw amendments, and scheduled a Public Hearing for April 28, 2026 at 10:00 a.m.
Major Home Business Approval – 111 Rainbow Falls Gate
Council approved a development permit for a major home business offering acupuncture and massage therapy. Conditions include appointment-only scheduling and limits on client traffic to support compatibility with the surrounding area.
Transit Feasibility Study – Preferred Service Model
Council endorsed a potential hybrid transit service model that combines one fixed route with one on-demand service zone.
Administration was also directed to evaluate funding and cost‑recovery options, and to continue exploring partnership opportunities, including the City of Calgary’s proposed Route 106 and potential on‑demand integration. Findings are expected to return to Council by July 2026.
Bylaw No. 011-26 – Development Permits for Permitted-use Dwellings
Council gave second and third reading to Bylaw No. 011-26.The amendment reinstates development permits for permitted-use dwellings, restoring formal approvals, appeal rights and stronger enforcement tools while maintaining current review timelines.
Secondary Suites Bylaw Update
Council gave final reading to Bylaw No. 040-25, approving updated regulations for secondary suites.
Changes clarify where suites are allowed, strengthen parking requirements and require development permits for all suites. Suites are no longer permitted in lakeshore and golf-course areas, with additional restrictions on narrower frontages.
Boarding House Parking Requirements – Bylaw No. 002-26
Council gave second and third reading to Bylaw No. 002-26, establishing parking requirements for boarding houses. The bylaw requires one on-site parking stall per bedroom to reduce pressure on street parking and support neighbourhood compatibility.
Live Work District Amendment – Bylaw No. 014-26
Council gave second and third reading to Bylaw No. 014-26.The amendment removes the rear-lane access requirement from the Live Work District and aligns the bylaw with previous Council direction and the South Shore Outline Plan.
