Council Recognitions and Announcements
Mayor and members of Council invited the public to attend a special smudging ceremony on May 5 at 9 a.m. in recognition of Red Dress Day, with an Elder attending to lead the ceremony. Council also highlighted activities being planned by the Chestermere Public Library in recognition of Red Dress Day.
TRR District Redesignation Land Use Amendment Bylaw
Administration (Community Growth and Infrastructure) requested a decision on proposed Bylaw #013-26 to redesignate the Transitional Rural Residential District (TRR). The proposed redesignation affects how acreage properties can be subdivided and what servicing requirements may apply. Council tabled the item until June 23, 2026. Regular Meeting of Council.
Waterford Estates Outline Plan Amendment
Administration (Community Growth and Infrastructure) provided information on the Waterford Estates Outline Plan Amendment. The amendment would support a mix of housing types and guide future development in the area. Council accepted the Waterford Estates Outline Plan dated March 2026 for information.
Waterford Estates Land Use Bylaw Amendment
Administration (Community Growth and Infrastructure) requested a decision on Bylaw #016-26 to update zoning in the Waterford Estates area. Council gave First Reading to Bylaw #016-26 and approved scheduling a Public Hearing for May 26, 2026 at 10:00 a.m.
Waterford Stage 1 Land Use Bylaw Amendment – Public Hearing
Administration (Community Growth and Infrastructure) presented proposed amendments to the Waterford Stage 1 Outline Plan and Land Use Bylaw (Bylaw #013-26), including a minor reduction of seven units while maintaining the approved development footprint. The applicant, Douglas Developments, also presented.
A public hearing was held. No members of the public spoke. One late written submission in opposition was received and read into the record.
Waterford Stage 1 Outline Plan Amendment
Administration (Community Growth and Infrastructure) requested a decision on the Waterford Stage 1 Outline Plan Amendment. The amendment updates the plan and land use framework within Stage 1. Council approved the Waterford Stage 1 Outline Plan dated March 2026, as shown in Attachment B.
Waterford Stage 1 Land Use Bylaw Amendment
Administration (Community Growth and Infrastructure) requested a decision on Bylaw #013-26 to update zoning in the Waterford Stage 1 area to support a mix of housing types.
Council gave Second Reading to Bylaw #013-26, with clarification that only the changes identified in Schedule A (Attachment B) are approved, and any other changes are considered errors and corrected administratively.
Council gave Third and Final Reading to Bylaw #013-26 with the same clarification.
Auditor Report
Administration (Finance) welcomed the City’s external auditor, Gregory Harriman & Associates, who presented the 2025 Audited Financial Statements. Council accepted the Auditor’s Report for information and approved the 2025 Audited Financial Statements as presented.
RCMP Quarterly Update
The RCMP (Staff Sargent) presented the quarterly update, including recent crime statistics and policing activity in the community. Council directed Administration to include comparable statistics from Okotoks, Cochrane and Airdrie in future RCMP quarterly updates. Council accepted the RCMP Quarterly Update for information.
RCMP Community Policing Priorities
Administration (Office of the CAO), along with the RCMP (Staff Sargent), presented the recommended RCMP Community Policing Priorities for the City of Chestermere as part of the RCMP Community Priorities Plan process. Council confirmed the three policing priorities as Property Crime and Neighbourhood Safety, Traffic Safety and Road Enforcement, and Visible Community Policing Presence.
Chestermere / Rocky View County Intermunicipal Collaboration Framework
Administration (Community Growth and Infrastructure) presented the City of Chestermere and Rocky View County Intermunicipal Collaboration Framework Terms of Reference, outlining the proposed framework to support coordination, service planning, and collaboration between the two municipalities in accordance with provincial requirements.
Council approved the City of Chestermere and Rocky View County Intermunicipal Collaboration Framework Terms of Reference (Attachment A).
Chestermere / Rocky View County Intermunicipal Development Plan
Administration (Community Growth and Infrastructure) presented the City of Chestermere and Rocky View County Intermunicipal Development Plan Terms of Reference, outlining the process and scope for developing a future intermunicipal development plan between the two municipalities.
Council approved the City of Chestermere and Rocky View County Intermunicipal Development Plan Terms of Reference (Attachment A).
Direct Control Development Permit – 272 Kinniburgh Boulevard
Administration (Community Growth and Infrastructure) presented a Direct Control development permit application for a restaurant at Unit 106, 272 Kinniburgh Boulevard.
Council approved Development Permit #26-54974/106, subject to the conditions set out in Attachment B.
Civic Recognition Policy
Administration (Strategic Services) presented Policy #861 – Civic Recognition Policy for Council’s consideration. The policy establishes a consistent framework for recognizing individuals, organizations, and observances within the community.
Council approved Policy #861, the Civic Recognition Policy, with amendments to clarify the process for Council-issued congratulatory letters and to update Schedule A to include additional recognized observances, including Sepsis Awareness and International Men’s Day.
Transfer of Utility Arrears to Tax Roll
Administration (Utilities) presented a request to transfer unpaid utility charges to the tax roll for affected properties, in accordance with the Municipal Government Act.
Council approved the transfer of unpaid utility account arrears to the tax roll for the properties identified in Table 1. This enables the City to recover outstanding amounts through property taxes.
2026–2029 Chestermere Strategic Plan
Administration (Office of the CAO) presented the revised 2026–2029 Strategic Plan, outlining Council’s vision, priorities, and key areas of focus for the community.
