Council Recognitions and Announcements
Administration (Legislative Services) provided an update on the City’s transition to the eScribe agenda platform, including ongoing refinements to improve agenda formatting and navigation for Council and the public.
Council also reflected on advocacy meetings held during the Calgary Stampede and welcomed Dave Kalanchik, Manager of Economic Development, and Stephen Boots, Senior Planner, to the Community Growth & Infrastructure team.
Emergent Item – Community Behaviour
Council discussed concerns regarding inappropriate and anonymous comments on non-official social media platforms. Council reaffirmed the City’s commitment to respectful dialogue and directed Mayor Dean to write to the provincial and federal governments advocating for regulations that would prohibit anonymous social media accounts.
Awards and Proclamations
Council proclaimed July 19–25, 2026, as National Drowning Prevention Week, recognizing the importance of water safety education and drowning prevention. Council also reminded residents to wear a lifejacket and use caution while enjoying Chestermere Lake and other waterways this summer. The proclamation was accepted for information.
Resolution Tracker Update (2025–2026)
Administration (Office of the CAO) presented the 2025–2026 Resolution Tracker Update.
Council reviewed several active motions, including economic development, the Festival of Lights, recreation funding, lake and watershed management, and policing advocacy. The Resolution Tracker was accepted for information.
Clearwater Park Split-Zoning Land Use Bylaw
Following the public hearing (three participants/submissions), Administration (Community Growth & Infrastructure) requested a decision on Bylaw No. 028-26 to redesignate Lot 1, Block 2, Plan 241 2540 in Clearwater Park to a single land use district. Council gave second and third reading to Option 1, redesignating the property to the Residential Multi-Unit District (R-3), and approved the corresponding amendments to the Clearwater Park Outline Plan.
RCMP Traffic Services Investigator Positions
Administration (Office of the CAO) presented a proposal to establish two RCMP Traffic Services Investigator positions dedicated to traffic enforcement and collision investigation.
Council approved the establishment of the two positions.
Chief Administrative Officer Bylaw No. 029-26
Administration (Office of the CAO) presented proposed updates to the Chief Administrative Officer Bylaw to reflect recent amendments to the Municipal Government Act.
Council accepted the report for information.
2026 Capital Projects
Administration (Office of the CAO) requested decisions on the 2026 Capital Projects Status Review.
Council approved four projects to proceed, endorsed a revised design-only scope for the High School Site Readiness Phase 2 project, and removed 10 projects from the 2026 Capital Budget.
E-Scooter Status, Liability, and City Response
Administration (Office of the CAO) presented an update on e-scooter enforcement and the City’s advocacy efforts. Personal e‑scooters remain prohibited on public roads and pathways under provincial law, and municipalities cannot permit their use. The report also outlined the City’s enforcement approach, liability considerations, and ongoing advocacy for updated provincial regulations. Council accepted the report for information.
West Chestermere Drive and Station Way Intersection Improvement
Administration (Community Growth & Infrastructure) requested a budget amendment for the West Chestermere Drive and Station Way intersection improvement project.
Council approved increasing the project budget from $730,000 to $830,000.
Heritage Preservation Feasibility
Administration (Strategic Services) requested a decision on recommendations to strengthen heritage preservation, including documenting historic properties, creating a heritage webpage and developing a Historical Significance Policy. Council directed Administration to proceed with the recommended actions.
Chestermere Interfaith Committee – Policy No. 860 Terms of Reference
Administration (Legislative Services) requested a decision on Policy No. 860, establishing the Terms of Reference for the Chestermere Interfaith Committee. Council adopted Policy No. 860 as presented.
Recreation Committee – Public Member Appointments
Administration (Legislative Services) requested a decision on the recommendation to fill two Recreation Committee vacancies. Council appointed Tim Preston and Lauren Condrashoff to the Recreation Committee, effective July 14, 2026, with terms ending Dec. 31, 2026.
Closed Session Motions
- Council directed Mayor Dean to write a letter in support of Prairie Economic Gateway.
- Council directed Administration to transfer $20,000 in the 2026 Operating Budget to the Events – Rentals and Leases Budget from Recreation – Transfers to Non-Governmental Organizations.
- Council accepted the Legal Update for information.
