Building & Utility Permit Applications
All owners and contractors are required to obtain permits for the use, occupancy, relocation, construction, demolition, installation, alteration, repair, removal or change in occupancy of building or buildings, special events, lot grading, electrical, plumbing, gas equipment and systems.
The Safety Codes Act requires that all contractors and homeowners in Alberta obtain permits prior to commencing work on buildings covered by the Alberta Building Code or work governed by the Canadian Electrical Code, the Alberta Gas Code or the Alberta Plumbing Code.
Obtaining a permit allows home owners and contractors to meet the industry standard and to conform to the minimum safety codes standards.

Building Permit
The owner or a contractor, must obtain a building permit for the following:
- Alteration or renovation to any building or part of a building
- Construction of a new building
- Demolition or relocation of any building
- Installation of a swimming pool or hot tub (600mm (2ft.) or more in depth)
- Installation of a solid fuel appliance (wood stove or wood fireplace)
- Environmental reconstruction (fires, flooding, Grow Op, etc.)
- Change in occupancy of any building or site (i.e. from retail to office, or special event etc.
Electrical Permit
- A registered homeowner can apply for a homeowner’s electrical permit as long as the electrical service is less than 100 amps and it’s their own property.
- Contractors must provide a Master Electrician certification number and has a business license with the City of Chestermere.
Gas Permit
- A gas permit is required for new installation, alteration or increase of any gas installation, temporary heat and including propane tanks.
- Note: Gas, Plumbing & PSDS Permits can be applied by the registered homeowners as a homeowners permit and that they’re doing the work. If a contractor is contracted to do the work, they must have a Journeyman certification number and a business license with the City of Chestermere.
Gas Air Test Permit
Gas Air Test permit is required in order to have a gas meter installed and energized by ATCO Gas. The gas lines need to be air tested by an accredited Safety Codes Officer. If it passes, this information is forwarded to ATCO for installation and energizing of the meter. If the air test fails, a new permit will be required.
Plumbing Permit
- A plumbing permit is required for new installation, alteration or increase of any plumbing equipment or system.
- Note: Gas, Plumbing & PSDS Permits can be applied by the registered homeowners as a homeowners permit and that they’re doing the work. If a contractor is contracted to do the work, they must have a Journeyman certification number and a business license with the City of Chestermere.

The City of Chestermere created new guidelines around water meter installation for potable water service connections in coordination and per Water Meter Bylaw 025-10,Part II–Provision of water services, Part III-Service Connection, and Part IV–Water Meter. Water Meter Diagram
Gas Fireplace Permit
- A gas fireplace permit is required in any residential dwelling unit or commercial building.
PSDS Permit
- A Private Sewage Disposable System (PSDS) permit is required under the National Plumbing Code 2010 for any open, discharge, mound, field, holding tank, or any other system used to handle sewage where a municipal sewage is not provided.
- Note: Gas, Plumbing & PSDS Permits can be applied by the registered homeowners as a homeowners permit and that they’re doing the work. If a contractor is contracted to do the work, they must have a Journeyman certification number and a business license with the City of Chestermere.
Hydronic Heat System Permit
A zoning layout must be submitted together with this application package.
Water & Sewer Permit
A water & sewer permit is required in any residential dwelling unit or commercial building.
Environmental Restoration Permit
There are three (3) required application forms that shall be submitted; Environmental Restoration Pre-Screen Form, Environmental Restoration Requirement List and Environmental Restoration Permit Application.
- Environmental Restoration Pre-Screen Form – must be completed by the applicant and submitted together with all the required documents. It is best to make an appointment by calling 403-207-7075 to ensure that a Safety Codes Officer- Building (SCO-Building) is available to review your documents at the front counter. Full application will not be accepted until all deficiencies listed on the Pre-Screen Form have been met.
- Environmental Restoration Requirement List- shall be submitted once the Environmental Restoration Pre-screen Form has been completed and reviewed by the SCO-Building.
- Environmental Restoration Permit – shall be submitted along with the Environmental Restoration Requirement List and all other required documents. This application shall undergo SCO-Building review after receiving the complete application package. Only the Pre-screen form will be reviewed at the front counter.
Notes: Payment for the permit shall be made when the Requirement List and Permit Application are submitted. Please refer to our Fee Schedule for applicable charges.
